Key Policies

Kepler Global Institute (KGI) is committed to providing a safe, transparent, and supportive learning environment for all students. Our policies and procedures are established in accordance with the Enhanced Registration Framework (ERF) under the Private Education Act and are designed to protect students’ academic, financial, and personal interests.

1. Regulatory Framework

SkillsFuture Singapore (SSG) is the statutory authority responsible for regulating the Private Education Institution (PEI) sector under the Private Education Act and related regulations, safeguarding student interests and ensuring quality standards across Singapore’s private education landscape.

Enhanced Registration Framework (ERF)

All PEIs operating in and from Singapore must comply with the Enhanced Registration Framework (ERF) prescribed under the Private Education Act and Regulations and administered by SSG.

The ERF establishes mandatory governance, quality-assurance, and student-protection requirements to ensure transparency, accountability, and acceptable institutional standards within the private education sector.

2. Pre-Course Advisory and Student Contract

Prior to enrolment, KGI provides students with pre-course counselling and advice to ensure informed decision-making.

Students are required to review and acknowledge an Advisory Form, confirming that they have received:

  • accurate course information, duration, and assessment requirements;
  • fee structure, payment schedule, and refund conditions;
  • entry requirements and progression expectations;
  • relevant institutional policies and student responsibilities.

Following advisory and acceptance, students will sign the Standard PEI Student Contract, which sets out:

  • full course schedule and delivery details;
  • course fees and instalment structure;
  • refund policy and cooling-off provisions;
  • additional contractual terms required under ERF.

3. Fees, Fee Collection & Fee Protection

Collection Policy

In accordance with ERF requirements:

  • each instalment of course fees shall not exceed two (2) months’ worth of fees;
  • subsequent instalments may only be collected within one (1) week before the scheduled payment date;
  • all fee collection practices comply with the Standard PEI Student Contract and SSG regulatory safeguards.

These measures ensure financial transparency and protect students’ interests.

Fee Protection Coverage

KGI provides industry-wide, insurance-based fee protection coverage for eligible students, in line with ERF requirements applicable to ERF-registered Private Education Institutions.

Students will be informed of their applicable fee protection coverage upon enrolment and may verify their coverage through documentation provided or by contacting Student Services.

4. Refund Policy

KGI administers refunds in a fair, transparent, and contractually governed manner, consistent with the Standard PEI Student Contract and ERF requirements.

i. Refund Due to Non-Delivery of Course

Non-delivery includes circumstances where:

  • the course does not commence on the scheduled commencement date;
  • the course is terminated before commencement or completion;
  • the course is not completed by the scheduled completion date; or
  • the student does not meet the required entry or matriculation conditions within the stipulated timelines.

Under such circumstances, KGI will:

  • notify affected students within three (3) working days of becoming aware of the event;
  • inform students of any alternative study arrangements, where applicable; and
  • refund 100% of Course Fees and Miscellaneous Fees within seven (7) working days after receiving the student’s written withdrawal notice.

iI. Refund for Withdrawal Due to Other Reasons

Where withdrawal is for reasons other than non-delivery, refunds will follow the refund schedule in the Student Contract, summarised below:

Approved refunds are processed within seven (7) working days of receiving the written withdrawal notice.

iII. Cooling-Off Period

Students are entitled to a seven (7) working-day cooling-off period after signing the Student Contract.

Students who withdraw within this period will receive the maximum applicable refund under the refund schedule, regardless of whether the course has commenced.

Refunds will be processed within seven (7) working days after receipt of a written withdrawal notice.

5. Course Transfer, Withdrawal, Deferment & Extension

Transfer means a student changes the course of study but remains as a student of KGI. Upon approval of a transfer request, the original student contract will be terminated, and a new contract will be signed.

Withdrawal means that the student contract is terminated, and the student is no longer a student of KGI.

Deferment is defined as a delay in program completion due to factors such as serving in the military service or other valid reason(s), as approved by KGI.  All deferment requests shall be supported by official documentary evidence. 

Extension is defined as an extension of the program completion due to factors such as long medical leave or other valid reason(s), as approved by KGI. All extension requests must be supported by official documentation.

Course Transfer Policy

KGI provides students the opportunity to apply for a transfer to another course within the Institute, subject to academic and administrative requirements.

Students requesting a course transfer must:

  1. Achieve a minimum attendance rate of 90% in the current course.
  2. Have no outstanding fees or financial obligations.
  3. Have no active disciplinary record.
  4. Meet the entry requirements of the intended new course.
  5. Obtain a recommendation from a lecturer or academic staff member.
  6. Submit the prescribed Course Transfer/Withdrawal Form and attend academic counselling.
  7. Pay the applicable administrative transfer fee, where approved.

All approved transfer requests will be processed within fourteen (14) working days.

Course Withdrawal Policy

Students who wish to withdraw from a course after enrolment must:

  1. Obtain written consent from a parent or guardian if below 18 years of age.
  2. Have no outstanding fees or charges.
  3. Submit the required Course Transfer/Withdrawal Form and attend student counselling.

Students who withdraw within the seven (7) working-day cooling-off period will receive a full refund in accordance with the Student Contract.

All withdrawal requests will be processed within fourteen (14) working days.

Course Deferment and Extension Policy

Students may apply for deferment or extension of programme completion due to valid circumstances such as:

  • medical reasons,
  • National Service obligations, or
  • other approved grounds supported by documentation.

Applicants must:

  1. Achieve a minimum attendance rate of 90%.
  2. Have no outstanding fees.
  3. Have no active disciplinary record.
  4. Obtain academic recommendation, where required.
  5. Submit the prescribed Deferment/Extension Form and attend counselling.

Approved requests will be processed within fourteen (14) working days

6. Academic Policies (Summary)

KGI maintains a governed academic system to ensure fairness, consistency, and academic integrity. Key academic policies include:

  • Academic Integrity & Plagiarism
    Academic dishonesty, including plagiarism and cheating, is not tolerated.
  • Assessment & Grading
    Assessment methods, grading criteria, and progression rules are clearly stated in the Course Handbook.
  • Resit & Re-module Rules
    Students may be granted resits or required to re-take modules in accordance with approved academic regulations.
  • Academic Progression
    Students must meet prescribed academic requirements to progress and graduate.
  • Examination Conduct & Misconduct
    Students must comply with examination rules and instructions.
  • Special Consideration
    Students affected by serious medical or personal circumstances may apply for special consideration.
  • Results Release
    Assessment results are reviewed and approved before official release.

7. Feedback, Complaints & Dispute Resolution

Feedback and Dispute Resolution

KGI is committed to addressing feedback, complaints, and disputes promptly, fairly, respectfully, and responsibly.
All feedback and complaints are managed through a structured internal resolution process to achieve a fair and mutually acceptable outcome.

  • Feedback and complaints will be acknowledged within three (3) working days of receipt.
  • KGI aims to resolve complaints within twenty-one (21) working days, where practicable.
  • Appeals relating to academic decisions are governed separately under the Academic Appeals Policy and Procedure.

If a student is not satisfied with KGI’s internal grievance handling or final outcome, the student may seek external redress through:

  • dispute-resolution or mediation channels administered or recognised by SkillsFuture Singapore (SSG);
  • the Small Claims Tribunals (SCT); or
  • independent legal counsel.

Dispute Resolution Procedure

Step 1 – Submission of Feedback or Complaint

Students should complete the Feedback & Complaint Form and submit it to the Student Services Department, either in person or via email at [email protected].
The form is available from Student Services or can be downloaded from the KGI website.

Step 2 – Internal Review

  • Receipt of the complaint will be acknowledged within three (3) working days.
  • The relevant department manager will meet the student to discuss the matter and proposed resolution within ten (10) working days.
  • If the student is dissatisfied with the outcome, an appeal may be submitted within three (3) working days.

Step 3 – Management Review

  • The Principal or a senior member of management will review the appeal and meet the student within seven (7) working days to propose a final resolution.
  • If the matter remains unresolved, the student may seek external dispute resolution through SSG-recognised mediation channels or the Small Claims Tribunals.

Students may provide feedback through the following channels:

  • face-to-face communication with staff;
  • suggestion box located on campus;

8. Data Protection & Confidentiality

Kepler Global Institute (KGI) is committed to safeguarding the confidentiality, integrity, and security of personal data in accordance with Singapore’s Personal Data Protection Act (PDPA) and other applicable regulatory requirements.

KGI collects, uses, and discloses personal data only for legitimate educational, administrative, and regulatory purposes, and ensures that:

  • personal data is collected with appropriate notice and consent;
  • information requested is relevant and necessary for its intended purpose;
  • personal data is not disclosed to third parties without prior consent, unless required by law or regulatory authorities;
  • access to personal data is restricted to authorised personnel on a need-to-know basis;
  • reasonable security arrangements are in place to prevent unauthorised access, use, disclosure, or loss of information;
  • personal data is retained only for as long as necessary to fulfil its purpose and regulatory obligations, and is disposed of securely thereafter.

Students and staff may request access to or correction of their personal data in accordance with PDPA requirements.

All staff are required to comply with KGI’s confidentiality and data-protection obligations, including contractual confidentiality clauses and institutional data-handling policies.

Requests for use of personal data beyond the original purpose require prior written consent and formal approval by the Institute.

9. Student Support Services

Kepler Global Institute (KGI) provides a range of student-centred services and support programmes designed to promote academic success, personal wellbeing, and career readiness throughout the student journey.

i. Orientation and Integration

All new students participate in a compulsory orientation programme to familiarise them with:

  • course requirements and academic expectations;
  • campus facilities and learning resources;
  • institutional policies, procedures, and student code of conduct;
  • available support services and communication channels.

International students may also request arrival assistance services, where applicable. 

ii. Learning Resources and Academic Support

Students are supported through access to:

  • library and learning resources, including reference materials and digital resources;
  • information-technology facilities and campus connectivity;
  • academic-support initiatives such as study-skills guidance, language support, mentorship, and assessment-preparation workshops.

These services aim to strengthen learning effectiveness and academic progression.

iii. Counselling, Wellness and Safety

KGI promotes holistic student well-being through:

  • pastoral and personal counselling services, provided in a confidential and supportive environment;
  • wellness and safety awareness programmes covering health, mental wellbeing, personal safety, and preventive education.

These initiatives support students’ emotional resilience, personal development, and safe learning experience.

iv. Student Engagement and Community

Students are encouraged to participate in student-led activities and community engagement opportunities, including student council initiatives, co-curricular events, and institutional communications that foster leadership, collaboration, and social development.

v. Career Development and Employability

KGI supports students’ transition into employment or further studies through:

  • career guidance and counselling;
  • employability workshops and career-preparation programmes;
  • access to career resources and industry engagement opportunities.

These services aim to enhance graduate readiness and long-term career development.

10. Governance & Transparency

Academic standards and student protection at KGI are overseen through formal governance structures, including:

  • the Academic Board, which oversees academic quality and standards; and
  • the Examination Board, which governs assessments, results approval, and awards.

KGI is committed to continuous improvement through regular policy review, student feedback, and internal quality assurance processes.
